Basics of Modding
Here's the link you asked for.
Before you start, you will need...
1. A folder to copy the hellendoorn map to. Put it somewhere easy to remember, but out of the main BF folder so it doesn't interfere with the normal running of the game.
2. A copy of the WinRFA program. Search on google, or use this one.
3. An appropriate tutorial. One for the WinRFA Program by cajunwolf. And one for the basics of modding Hellendoorn by Ray.
Additional tutorials from the LPS site can be found here.
Any in-depth questions may be directed to better modders than myself (BM, rensa, Dice, ray or Revan, after you get their permission of course), but I'll do my best to provide basic tech support until you get better at it.
Good luck!

In my opinion, I prefer BGA over WINRFA. BGA edits everything without the need to extract or pack it. You have to just make a copy of Hellendoorn in Levels folder and name it Hellendoorn_002.rfa and start modding.
List of all versions and download links for bga can be found here: http://code.google.com/p/bga/downloads/list?can=1&q=

He cannot mod, but he is good at stealing other people's mods.
